Ley 203-2007 (Carta de Derechos del Veterano Puertorriqueño del Siglo XXI), Art. on education (e)

What it covers
Free tuition (matrícula) at the University of Puerto Rico (all units) and any public postsecondary institution, plus equal preference for aid. UPR guidance says tuition only, not fees or books.
Who qualifies and limits
Veterans who have exhausted or are about to exhaust federal education benefits; the law says the right 'aplicará de igual manera a todos aquellos veteranos que carezcan de beneficios de estudios' federales. Must keep UPR academic standards. Proof: veteran status, photo ID, and a VA certificate showing benefits exhausted or near exhaustion.

If you left the service 15 to 20 years ago

Strong fit. The law covers veterans who have no federal education benefits left. Needs a VA certificate showing benefits exhausted. No disability or era requirement found.
