Stars rate how much each state offers veterans themselves for college, training and exam fees (family-only programs don't count): 5 = free public-college tuition for most resident veterans, no disability rating needed; 3 = partial grants or narrower eligibility; 1 = little or nothing beyond federal benefits. - What it covers
- In-state tuition rate at Ohio public colleges (a rate, not a waiver)
- Who qualifies and limits
- Per ODHE: honorably discharged veterans with at least 1 year of service, and qualifying dependents
For spouses and children
Ohio War Orphan & Severely Disabled Veterans' Children Scholarship (WOS)
- What it covers
- A percentage of tuition and general fees at public colleges (77% in 2025-26), or a flat amount at private schools ($6,330 in 2025-26). Up to 10 semesters.
- Who qualifies and limits
- Child aged 16-24. Ohio resident for the past year and 4 of the last 10 years. Parent served in a listed war period (incl. Oct 7, 2001-OEF and Mar 20, 2003-OIF) and was killed, or has a 60%+ VA rating, or receives a P&T non-service-connected pension. Associate or bachelor's only.
Help with exam and license fees
Ohio Military Veteran Educators Program (OMVEP): educator license fee waiver and Ohio Assessments for Educators vouchers
- What it pays for
- Free educator license fees, and vouchers that pay for OAE licensure exams for veterans, service members and spouses becoming teachers
"Fees for any initial Ohio educator license, permit, certificate, or renewal are fully waived for... Veterans with honorable discharges"; "The Ohio Department of Education and Workforce offers vouchers to pay for the Ohio Assessments for Educators (OAE) required for licensure. Eligible educators can request up to three vouchers per testing year (Sept. to Aug.), with a maximum of five vouchers in total."
If you left the service 15 to 20 years ago
Nothing broad for veterans themselves. The OMVEP teacher-licensure exam vouchers have no time limit after discharge (honorable discharge required), but only cover teaching exams, not IT certifications.
