- Adults who qualify for WIOA (for example laid off, low income or facing other barriers to employment); separating service members and veterans can qualify, and veterans and eligible spouses get priority of service in all DOL-funded job training programs. Military pay and VA disability or VR&E payments do not count as income for WIOA eligibility

Workforce Pell is live: since July 1, 2026, Pell Grants can pay for approved 8-15 week (150-599 hour) job-training programs (U.S. Department of Education final rule, May 2026); as of early Oct 2026 only about 21 programs in 6 states (FL, IN, IA, NE, NC, TX) were approved, and you apply with the FAFSA.
